Du 19 au 21 novembre 2013, s’est tenue à Ouagadougou (Burkina Faso) l’Atelier Région d’Afrique de l’Ouest sur la lutte contre les violences de genre en milieu scolaire en Afrique de l’ouest, initié par le Ministère des Affaires Etrangères (MAE) et l’UNICEF, sous la présidence conjointe de l’ambassadeur de France au Burkina Faso et de la ministre de l’Enseignement de Base et de l’Alphabétisation du Burkina Faso, Madame Koumba Boly.

Cette rencontre avait un double objectif et visait à servir d’outil de plaidoyer et de renforcement des capacités des acteurs et actrices étatiques et non étatique qui travaillent sur les violences de genre en milieu scolaire, afin de permettre une meilleure prise en compte de cette problématique dans la planification et la programmation sectorielle, mettre en lumière les bonnes pratiques expérimentées par les différent-es participitant-es dans la sous région afin de réfléchir à une stratégie de lutte contre les violences de genre en milieu scolaire qui contribue à une éducation de qualité des filles.

Etaient représentés, 10 pays francophones par des délégations mixtes d’une soixantaine de participants avec 64% de femmes, composées d’acteur-trices des structures partenaires comme FAWE, Plan, Action Aid, etc.

Le partage d’expériences a ciblé les six pays suivants : Burkina Faso, Côte d’Ivoire, Mali, Niger, Sénégal et Togo avec un accent fort sur le partage de bonnes pratiques et des mécanismes à réfléchir en lien avec les opportunités que le PME (partenariat mondiale pour l’éducation) et UNGEI se sont engagés à accompagner dans les différents pays.

La contribution de Genre en Action a été bien appréciée. Outre la présentation du vadémécum (qui a été fournie en version électronique à tous les participant-e-s), les deux représentantes de Genre en Action devaient apporter des "ice-breaker" pour pousser les participant-e-s à déconstruire collectivement leurs stéréotypes concernant le genre et les violences de genre. Notamment les débats mouvants qu’elles ont animés durant les 3 jours d’atelier ont eu un vif succès. Ces moments dynamiques de questionnement et d’introspection ont permis à chacune et chacun de repenser ses perceptions et ses acquis en matière de genre et sa compréhension de la problématique des questions de violences de genre en lien avec la scolarisation des enfants et plus particulièrement des filles. Lors de ces débats, la persistance des stéréotypes de genre a été très visible et les débats parfois houleux.

Les participant-es ont reconnu la pertinence et l’intérêt de s’accorder déjà sur des principes de base, proches des valeurs de chacun-e, ainsi que – dans la lignée du vadémécum - sur les définitions, méthodes et outils comme moyen pour mettre davantage en évidence les réalités des violences de genre à l’école et des stratégies pour mieux les capter, les analyser, les documenter et s’en servir comme instrument de plaidoyer fort et dynamique. La présentation du vadémécum a eu l’avantage également d’apporter des éléments de clarification face à un sujet aussi sensible et de montrer comment des mécanismes peuvent être développés et tester en collaboration avec les acteurs de la société civile, les partenaires au développement et les décideurs nationaux – premiers alliés de taille pour prévenir et lutter contre cet état de fait.

La richesse des débats et les expériences des ONG et associations actives sur cette thématiques (FAWE, Action Aid, Plan France et Burkina, ADEP, ANCEFA, etc.) ont également permis de montrer comment la prévention, l’appui et l’accompagnement des victimes et survivantes ainsi que leurs familles sont autant de pistes pour aller de l’avant, en mutualisant mieux et d’avantage les bonnes pratiques déjà éprouvées et le test d’innovations possibles en partenariat avec les parents, les institutions au niveaux locales- nationales et les syndicats d’enseignants.

Pour dire finalement que les questions des violences de genre en Afrique subsaharienne raisonnent aussi dans les autres pays et continents et que l’éducation des filles et des garçons reste toujours une priorité pour l’Afrique pour lui permettre d’avancer dans ses aspirations et logiques du développement.

Néanmoins, l’éternelle question du « temps relativement court pour certaines interventions » au cours de cet atelier a apporté quelques frustrations : celui de ne pas avoir eu le temps de faire les choses mieux ! Le jeu des "mots tirés du chapeau" le premier jour aurait vraiment été important, mais vu le nombre de participant-e-s et les divergences des points de vue qui se sont dévoilées dès le premier "débat mouvant", il nous aurait fallu plus de temps pour justement davantage clarifier certains concepts et perceptions sur les questions de genre.

Les débats mouvants auraient aussi pu donner plus si on avait pu prendre le temps de vraiment faire bouger les gens, de permettre à chaque groupe d’être plus sur une « posture de conviction » afin d’inciter les autres à se rapprocher.

Le goût pour le débat contradictoire est à noter et à mieux "investir" la prochaine fois dans un but de "co-construction". Se pose maintenant aussi la question de la suite à donner à cet atelier et de la pertinence de réanimer le groupe de travail sur les VGMS pour une complémentarité et synergie d’actions avec le MAE et d’autres partenaires intéressés par la thématique. Des pistes de réflexions restent ouvertes et Genre en Action reste également engagée sur cette problématique.
