Une déclaration intitulée Dénoncer, protéger, agir : nos devoirs collectifs contre le viol et les agressions sexuelles au Sénégal, a été publié, dans divers media, le 12 mars dernier, à propos de Songué Diouf. Elle a écrite par une groupe de femmes sénégalaises et africaines. Vous avez certainement voir la version française. Le 09 mars 2018, au lendemain de la Journée internationale des droits des femmes, alors que plusieurs d’entre nous poursuivions nos réflexions sur les combats à mener et le chemin restant à parcourir, voici ce que Monsieur Songué, professeur de philosophie au lycée, affirmait à l’endroit des femmes sur le plateau de l’émission Jaakarlo : « Nous devrions porter plainte parce que vous faites tout pour que nous vous violons, et quand nous vous violons , nous allons en prison et vous qui avez tout fait pour qu’on vous viole, vous continuez à être libres. J’assume pleinement et entièrement ce que je dis, je coupe la poire en deux, le pauvre qui est tombé dans le panneau prendra 10 ans et celle qui a tout fait pour être violée continue à être libre. Même au sein de la maison, celle qu’on a violée, c’est celle qui a des formes généreuses ».
Inversion des rôles : les agresseurs deviennent les victimes. Les femmes et filles coupables des agressions qu’elles ont subies. Rires dans le public. Cette émission qui se voulait, à l’occasion du 08 mars, une “célébration” des femmes, est devenue le théâtre d’une apologie du viol. Ce discours d’une violence inouïe, proféré sur la place publique, est révélateur de la violence systémique et systématique que subissent les femmes au quotidien. Cette violence devenue ordinaire est présente partout et à toute heure de la journée. Elle se traduit par de nombreuses agressions des plus ténues au plus violentes, incluant le harcèlement dans la rue et au travail, la violence (tant physique que psychologique) qui s’exerce aux niveaux conjugal et familial, ou encore les agressions sexuelles, viols et incestes.
Nous souhaitons alerter et susciter le débat sur l’ampleur de ces violences à l’encontre des femmes et des filles mais aussi sur l’indifférence qu’elles suscitent hélas encore trop souvent dans notre pays.
Qu’ont ces violences en commun et qu’est-ce que cela nous révèle ? Ces violences ne sont pas des actes isolés. Elles surviennent dans un climat d’impunité généralisée où des hommes tout puissants peuvent disposer du corps des femmes sans avoir à répondre de leurs actes. Une loi contre le viol existe bel et bien au Sénégal mais nous savons que son application est plus que limitée. Aussi, est-il important de préciser que la capacité de mobiliser l’appareil judiciaire dépend de ressources que de nombreuses victimes n’ont pas. Il faut connaître l’existence de la loi, comprendre le processus judiciaire, et surtout être prête à faire face à un système dans lequel les femmes restent considérées comme les seules responsables de leur sécurité. Au Sénégal comme ailleurs, les victimes d’abus sexuels et d’autres formes de violences ne dénoncent que très peu leurs agresseurs. Elles sont habitées par un sentiment de honte créé et renforcé par le blâme imputé à la victime. On leur reproche leur apparence, leur habillement, leur démarche, leurs heures de sortie, leur fréquentation de certains lieux. De tels messages sont reçus et enregistrés par toutes celles qui, un jour, feront le choix douloureux de se taire, parce que se sentant profondément honteuses et se disant, non sans raison, qu’on ne les croira pas.
La honte “doit changer de camp”. Les femmes devraient pouvoir dénoncer la violence, quelle que soit sa forme, et se sentir accueillies dans leur démarche. Nous devons collectivement dénoncer ces violences et les inégalités structurelles qui leur permettent d’exister et d’être légitimées. Si des individus comme Songué Diouf peuvent se permettre de proférer de telles obscénités à la télévision sénégalaise, à un moment où les femmes du monde entier se soulèvent pour dénoncer d’une seule voix les agressions sexuelles et leur banalisation, c’est bien parce qu’ils mesurent la force de l’impunité qui est le propre même de la culture du viol. #metoo, #balancetonporc, #moiaussi et #domasiif (depuis le 12 mars 2018) ne sont pas des hashtag vides de sens. Ils traduisent une volonté de libérer et de décomplexer enfin la parole féminine. Dans le cas du Sénégal, ce message n’est pas, jusqu’à ce jour, entendu. Le silence des autorités, notamment celui de la Ministre de la famille et du genre, pendant que les femmes et leurs alliés se mobilisent en est la preuve. Sa voix aurait dû être la première à condamner publiquement et fermement ce type de discours et à rappeler aux victimes qu’elles ne sont pas seules, que l’Etat a le devoir de les protéger.
En tant que collectif de femmes du Sénégal et de la diaspora, nous dénonçons vigoureusement toutes les formes de violence à l’égard des femmes et appelons à une réaction des pouvoirs publics. Dans un Sénégal qui a ratifié les conventions internationales et régionales en matière d’égalité entre les sexes, il est impératif d’assurer l’application du droit et de promouvoir de manière effective une éducation à la sexualité et au respect de l’intégrité physique et psychologique de tous les individus, en particulier des femmes et des enfants. À ce sujet, nous pensons que la création d’une commission d’enquête nationale sur les violences faites aux femmes est une étape non négligeable.
En 2008, l’Association des Juristes Sénégalaises soumettait un rapport expliquant de façon détaillée comment l’on pourrait s’inspirer du Rwanda pour l’éradication des violences basées sur le genre (VBG). L’association recommandait notamment de “faire des VBG une priorité en santé publique”, désigner un “procureur spécial chargé des violences basées sur le genre” et renforcer le “dispositif législatif et réglementaire sur l’équité, l’égalité du genre et sur la prévention et l’élimination des VBG” Ces recommandations font état de la nécessité d’une intervention systémique ne pouvant s’opérationnaliser sans la présence, dans nos institutions, de personnes préoccupées par l’égalité entre les femmes et les hommes. L’application de ces recommandations serait un pas dans la bonne direction impliquant la mise en place d’un réseau de soutien des victimes au-delà du judiciaire. Cela se traduirait notamment par :
La création d’espaces de parole sécuritaires organisés par et pour les femmes sénégalaises
L’implication de groupes de santé psychosociaux pour développer des ressources d’accueil et d’hébergement, des ressources thérapeutiques appropriées et accessibles pour les victimes de viol et d’abus sexuels qui intègre une approche féministe, intersectionnelle et décoloniale.
La prise d’initiatives concertées pour développer l’estime de soi des femmes qui ont été victimes de violences sexuelles afin qu’elles reprennent pas à pas le pouvoir sur leur vie et leur avenir.
Ce sont là un ensemble de pistes qui nous permettront d’offrir un meilleur soutien aux victimes qui vivent avec les traumatismes des viols et abus sexuels dans un contexte où le support psychologique ou affectif dans la communauté et dans le milieu de la santé est quasi inexistant.

Denounce, Protect, Act : Our Collective Duties against Rape and Sexual Assault in Senegal

On March 9th, 2018, one day after International Women’s Rights Day, while many of us continued to reflect on our struggles and the road ahead of us, Mr. Songué, a high school philosophy teacher, made a statement pertaining to women on the set of the TV show Jaakarlo. “We should be making formal complaints because you’re doing everything for us to rape you, and when we rape you, we go to prison and you, who have done everything for us to rape you, continue to be free. I take full responsibility for what I’m saying, I’m meeting you halfway, the poor man who fell into your trap will get 10 years and the woman who did everything to get raped will continue to live freely. Even at home, it is the voluptuous ones who get raped.”
The roles are thus reversed : the aggressors become the victims, and women and girls are guilty of the assaults they’ve suffered. The crowd laughs. The show intended to “celebrate” women on March 8th, and quickly became an apologetic platform for rape. This incredibly violent discourse, stated in a public place, reveals the systemic and systematic violence that women suffer regularly. This violence, which has become commonplace, is present everywhere and at any given moment. It manifests itself through numerous assaults, ranging from tenuous to incredibly violent, including workplace and street harassment, violence (both physical and psychological) in domestic and family settings, and sexual assault, rape and incest.
We want to alert people to this reality and spark a debate about the scope of these violent events and incidences against women and girls, but also about the indifference that these events are too often met with in our country.
What do these violent events have in common, and what do they reveal ? These are not isolated incidents. They are occurring in a climate of general impunity where powerful men can dispose of women’s bodies without having to take responsibility for their actions. There is indeed a law criminalizing rape in Senegal but know that it is seldom applied. It’s also important to note that the ability to mobilize the legal system depends on resources that many victims simply do not have or do not have access to. One must know that the law exists, understand the legal process and especially be ready to face a system that believe women are solely accountable for their safety. In Senegal, as elsewhere, victims of sexual abuse and other forms of violence seldom call out their aggressors. They live with the burden of shame, created and reinforced by blaming the victim. We fault them for their appearance, how they dress, how they walk, the hours at which they are out, the places they frequent. Such messages are received, inherited and ingrained in all those who, one day, will make the painful choice to keep quiet, because they feel deep shame and are convinced that no one will believe them – and justifiably so.
Shame must “change sides.” Women should be able to report violence, in all its forms, and feel welcomed in their steps. We must collectively denounce these forms of violence and the structural inequalities that allow them to exist and legitimize them. If people such as Songué Diouf can allow themselves to utter such obscenities on Senegalese television, at a time when women the world over are standing up together to denounce sexual assault and how commonplace it has become, it’s because they are gauging the strength of impunity which is inherent to rape culture.
#MeToo, #BalanceTonPorc, #MoiAussi and #DomaSiif (Since March 12th, 2018) are not empty hashtags. They convey a willingness to finally liberate and remove inhibition from women’s voices. In Senegal’s case, this message has not been heard, to this day. The authorities’ silence, most notably that of the Minister of Family and Gender, while women and their allies are mobilized, is proof of this. She should have been the first to publicly and firmly condemn this type of discourse and remind victims that they are not alone, that the State has the responsibility and duty to protect them.
Our collective of Senegalese women living in Senegal and abroad vigorously condemns all forms of violence against women and we are calling on the authorities to act. In a Senegal that has ratified international and regional conventions pertaining to equality of the sexes, it is imperative to ensure the application of rights and to effectively promote sexual education and respect of the physical and psychological integrity for all individuals, particularly for women and children. On that note, we believe that the creation of an Investigative Committee on violence against women is a necessary step in this direction.
In 2008, the Association of Women Jurists of Senegal (AJS) submitted a detailed report explaining how we may use the case of Rwanda as inspiration in eradication gender-based violence (GBV). The association made the following recommendations : that “GBV should be a public health priority” to designate a “specific prosecutor in charge of GBV” and to reinforce the “legislative and regulatory provisions on equality, gender equality and on preventing and eliminating GBV.” These recommendations bring to light the necessity for a systemic intervention that cannot take place without the presence and participation of people within our institutions who are concerned about equality between men and women. Applying these recommendations would be a step in the right direction to set up a support network for victims beyond the legal system. This would entail :
- Creating spaces that are safe to speak in, organized by and for Senegalese women ;
- Involving psychosocial health groups to develop shelter and accommodation resources, appropriate therapeutic resources accessible to victims of rape and sexual abuse that incorporate a feminist, intersectional and decolonizing approach.
- Concerted initiatives to develop self-esteem in women who are victims of sexual violence, so they can gradually regain control of their lives and futures.
This is a number of steps we can take that would allow us to better support victims who suffer from trauma following rape and sexual abuse in a place where psychological or emotional support in the community and in the healthcare system is almost inexistent.
