La condition des prisonnières palestiniennes dans le système pénitentiaire israélien

A l’occasion du 17 avril, Journée internationale de solidarité avec les prisonniers politiques palestiniens, un état des lieux sur la condition de nombreux palestiniens et palestiniennes détenus en Israël s’impose.

L’association Addameer recense 700 000 palestiniens incarcérés en Israël depuis 1967, début de l’occupation militaire par Israël de Cisjordanie et Gaza. Parmi eux, environ 10 000 sont des femmes.

Encore aujourd’hui, la communauté internationale fait preuve d’une énorme lassitude quant au besoin de libérer les prisonniers politiques palestiniens. Déjà en 1975, le Comité pour l’exercice des droits inaliénables du peuple palestinien avait insisté, dans un rapport adressé au Conseil de sécurité des Nations Unies, sur le besoin pour Israël de libérer tous les prisonniers politiques, en attendant son retrait des zones occupées depuis 1967.

Dans le contexte actuel, la libération des prisonniers politiques est d’autant plus nécessaire que qu’elle aurait un impact déterminant dans la reprise du mouvement politique en Palestine et l’accession de l’Etat à l’indépendance.

Les 7 et 8 mars 2011 se tenait à Vienne une Réunion internationale des Nations Unies sur la question de Palestine, dans le but urgent

« d’examiner le sort des prisonniers politiques palestiniens qui se trouvent dans les prisons et autres lieux de détention israéliens »

, et plus spécialement la situation des femmes et des mineurs.

A l’occasion de ce rapport, l’ONU comptabilisait un total de 37 femmes incarcérées en Israël en 2011. Néanmoins, l’Organisation de femmes pour les prisonnières politiques (WOFPP), estime que ce chiffre s’élève aujourd’hui à 70 femmes, dont 15 mineures.
Si les représentants des Nations Unies signalaient le besoin de

« renforcer l’appui de la communauté internationale »

en la matière afin de trouver une solution rapide à la situation des prisonnières, leur condition demeure pour la plupart inchangée cinq années plus tard.

Au mois de mars 2016, plus de 1 400 femmes palestiniennes avaient fait l’objet de détentions par Israël depuis l’année 2000, tel qu’affirmé par le journaliste et activiste pour la libération des prisonniers palestiniens, Abdul Naser Farwana.
