Observer les violences de genre en milieu scolaire, une question de compétences ?

Est-ce nécessaire d’être formé-e pour observer les violences de genre en milieu scolaire (VGMS) ? En Afrique francophone les VGMS sont longtemps restées un secret de Polichinelle : tout le monde acquiesçait leur existence, peu osaient en parler. Cette situation change lentement mais sûrement : le curseur bouge de plus en plus, de l’accès des filles à l’école vers leur maintien au-delà du primaire et leur réussite, donc vers la qualité de leur scolarisation.

Comprendre les enjeux des violences de genre à l’école

On sait aujourd’hui que les violences que subissent les filles à l’école sont un des facteurs qui influencent négativement leur performance scolaire, voire contribuent à leur déscolarisation. Et quand on connaît l’importance de l’éducation comme condition nécessaire (mais non-suffisante) à une meilleure égalité des genres, on comprend que l’existence des violences de genre peut avoir des effets influençant de manière très significative le cours de la vie adulte des filles concernées. Les filles sont clairement plus ciblées par cette forme de violence, mais les garçons n’en sont pas non plus exempts.

Une formation en ligne a été organisée par Genre en Action dans le cadre du ROEG

Partant de ce constat, Genre en Action a organisé une formation en ligne sur l’observation des violences de genre en milieu scolaire dans le cadre du projet Réseau des Observatoires de l’Egalité de Genre (ROEG). 20 personnes – 7 hommes, 13 femmes, de 11 pays africains et Haïti, la plupart membres des observatoires partenaires du projet – ont échangé depuis début mars au sein d’une formation virtuelle, interactive et opérationnelle. Elise Henry et Elisabeth Hoffman, sociologues, formatrices et membres de Genre en Action, ont animé cette formation en ligne.

En grande partie basée sur « le vadémécum » produit par le projet, la formation a aussi utilisé une sélection de publications sur le sujet (elles se sont multipliées au cours de cette dernière décennie, même si la majorité reste accessible uniquement en anglais).

Des exemples d’outils existants ont complété des forums de discussion pendant les sessions. Après une semaine de cours en ligne, les participant-e-s ont réalisé des cas d’application. Des outils ont été adaptés et testés par les participants : questionnaires auprès d’élèves, entretiens d’agents ministériels, récit biographique d’une femme adulte ayant échappé à une tentative de viol dans sa jeunesse, etc.

Quelles précautions prendre pour mener une recherche sur les violences de genre ? en milieu scolaire ?

Cette formation rappelle surtout la grande complexité de toute forme de recherches sur les VGMS. Il faut commencer par définir ce qu’elles sont : prend-on en compte toutes les VGMS ou seulement celles à caractère sexuel ? Quelle place aux châtiments corporels comme ‘méthode pédagogique’, au harcèlement homophobe, aux violences entre pairs, etc.?...

Il faut ensuite définir les enjeux institutionnels et éthiques, et enfin accorder une attention importante à la multiplicité et au croisement des données. Car l’enjeu clé est que nous sommes confronté-e-s à deux paramètres en même temps : la prévalence des VGMS (combien de cas dans une période donnée ?) et leur taux de signalement (quel pourcentage des cas existants va ressortir dans une collecte de données ?).

Comme pour toute recherche sur des violences de genre, on touche à un sujet sensible, intime, douloureux pour les ‘survivant-e-s’ et nous savons pertinemment que beaucoup sont dans l’impossibilité d’en parler ou préfèrent se taire, longtemps, pour oublier…

Un programme mené par Actionaid avec l’université de Londres dans trois pays africains pendant cinq années a eu des résultats très édifiants en ce sens : les cas relevés par les enquêtes au début et à la fin de cette période ont clairement augmenté, mais surtout parce que le travail avec l’ONG a permis aux filles concernées de gagner en confiance, d’oser en parler, de ne plus accepter que les violences de genre sont une fatalité !

Gérer cette complexité de la collecte et de l’analyse des données sur les VGMS dans les recherches académiques, dans le cadre de ce précieux travail de veille que mène les observatoires et dans les dispositifs de suivi-évaluation au sein des projets de lutte contre les VGMS ne s’improvise pas.

Tous les acteurs clé de la lutte contre les VGMS sont d’accord : les ‘données probantes’ tant nécessaires pour un plaidoyer qui porte des fruits, pour des politiques et des projets efficaces et pour obtenir les fonds nécessaires sont conditionnées par le renforcement des compétences pour étudier et observer les VGMS.
