PRISE EN COMPTE DE L’EGALITE ENTRE LES HOMMES ET LES FEMMES DANS L’AMENAGEMENT DURABLE DES TERRITOIRES

Mémoire de Master (2013) réalisé par Marie-Cécile PETITDEMANGE. Interroger le territoire, à l’aide d’outils européens permettant de prendre en compte les besoins et les idées des hommes et des femmes qui y vivent, est le défi de cet essai réalisé dans le cadre du développement durable préconisé par le rapport Brundtland.

RESUME

J’ai choisi de présenter des méthodes et des stratégies existantes en terme d’égalité entre les femmes et les hommes :

  • parce que l’égalité entre les hommes et les femmes est un engagement majeur de l’Etat français,
  • parce que différentes études ont démontré l’importance de la géographie du genre dans l’aménagement durable des territoires,
  • parce que le rôle des femmes est un vecteur de développement local au même titre que celui des hommes,

Le mémoire s’organise autour de la question centrale suivante :

Compte-tenus des grands principes européens, républicains et gouvernementaux prônant l’égalité de tous et toutes dans les territoires, comment caractériser les in-égalités de genre (féminin-masculin) dans un territoire, et quelles pistes peuvent être proposées pour rendre les politiques publiques plus respectueuses de la parité hommes-femmes ?

Dans le cadre de la formation professionnelle des agents du ministère de l’écologie, Marie-Cécile PETITDEMANGE a suivi une formation universitaire axée sur l’économie et l’aménagement durable du territoire comprenant 11 modules d’enseignement dont 1 correspondant à la réalisation d’un mémoire.

La prise en compte du genre dans les diagnostics de territoire m’a semblé intéressante et peu développée, j’ai tenté une approche des acteurs locaux du massif vosgien (territoire d’étude préalable) et surtout une information pour "ôter les peurs" liées au changement dans la présentation des statistiques, j’ai obtenu mon master fin 2013. Ce document a été remis au Conseil des communes et régions d’Europe qui m’avait confié le rôle d’ambassadrice de la charte européenne pour l’égalité des femmes et des hommes dans la vie locale.

    southern city of Aden on April 22, 2020

    Fourteen people, including at least five children, have been killed and dozens injured in flash floods in Yemen’s second city Aden,
    authorities said Wednesday, amid submerged streets and
    destroyed homes.

    The deaths take the national toll
    to at least 21 after the United Nations said that seven other people were killed
    by flooding in the north, where the country’s long conflict
    between the government and the Iran-backed Huthi rebels continues.

    Deputy Prime Minister Salem al-Khanbashi told AFP
    that "men, women and children" were among
    the 14 dead in Aden, where "flooding also caused streets to shut down in most neighbourhoods".

    He added that sanitation infrastructure had been severely damaged and called for urgent aid to combat the spread of diseases, "especially cholera and other deadly viral infections".

    A government official told AFP at least 10 homes were destroyed and
    90 others severely damaged.

    The flooding compounds the
    country’s troubles, as it struggles to fend off water-borne diseases and braces for
    the spread of the novel coronavirus, after recording one case so far.

    Oxfam
    said on Wednesday that it was "extremely worried" about the recent storms, which have
    also hit other provinces across the country.

    "People have died, houses damaged, (camps for displaced people) have been affected and this flooding may accelerate the spread of cholera,"
    Samah Hadid, director of advocacy for Oxfam Yemen, told AFP.

    More than three million people are displaced in Yemen, which has been ravaged by years of war,
    with many in camps that are especially vulnerable to disease.

    "Oxfam is projecting that there could be one million cases of cholera this year with the start of the rainy season in Yemen," Hadid said.

    - Families lose everything -

    At least 35 families
    were stuck in their homes Wednesday, their houses submerged in water and mud, residents in Aden told AFP.

    Hundreds of vehicles were stranded in the middle of flooded streets, and in one part of the city, a boy sat in a styrofoam box and used a
    plank to row across the thoroughfare.

    Mohammed Abdulhakim, an Aden resident,
    said the situation in the city was dire.

    "There is water and mud in my home, cars have been swept along the roads, which are now completely blocked and destroyed," he told AFP.

    The UN
    refugee agency said Wednesday that the heavy rains and flooding have affected displaced Yemenis across
    the country, including the rebel-held capital Sanaa and the flashpoint northern province of Marib.
    Drivers navigated the flooded thoroughfares in Aden on April 22, 2020, where hundreds
    of other vehicles were stranded in the middle of water-logged streets

    "Many families lost their shelter, and everything they own," the UNHCR said in a Twitter post accompanied by an image of a man transporting two children across the flooded streets in a
    tub.

    The UN said Tuesday that at least seven people have been killed
    and 85 injured in flash flooding in the northern governorates of Yemen this month.

    The same day,
    Yemen’s prime minister Moeen Abdulmalik Saeed declared Aden, where the government has been based after the rebels seized Sanaa, a "disaster zone".

    An estimated 24 million Yemenis — more than 80 percent of the population — depend on some
    form of humanitarian aid or protection for survival, according to the UN.

  • At least one person has died after two moderate earthquakes struck the southern Iranian province of Hormozgan. 
    Iran’s Seismological Centre said the
    quakes struck Qeshm island in the Strait of Hormuz this afternoon. The epicentre of the quakes was 36
    miles south-west of Bandar Abbas port, and about 640 miles south
    of the capital Tehran. 
    A second earthquake is understood to have hit the
    same area about a minute later. It said the magnitudes were 6.4 and 6.3, with
    the larger quake striking at a depth of about 11 miles.
    State TV
    quoted Azizollah Konari, the Bandar Abbas governor, as saying a 22-year-old man died when an electric pole fell on top of him during the tremors.
    It added that the quakes were felt in Kerman and Fars provinces, both located in the north of Hormozgan province.
    The report said President Ebrahim Raisi has ordered his senior vice-president, Mohammad Mokhber, to visit Hormozgan province as soon as possible.
    Assessment teams have been deployed to the scene.

  • Yemeni security forces and rescue teams gather at
    the scene of a deadly car-bomb explosion in second city Aden

    Six people were killed Sunday in a car-bomb attack targeting
    the governor of Aden, the seat of Yemen’s internationally recognised government, security sources
    said.

    Aden, in southern Yemen, is home to a separatist movement that last year precariously integrated into the central government,
    and both have long been aligned against Iran-aligned Huthi rebels in a grinding
    civil war.

    Aden governor Ahmed Lamlas and Salem al-Socotri, a government minister, both survived the blast which went
    off as their convoy passed, the sources said.

    "A car bomb... on Al-Mualla Street exploded while the convoy of officials... was passing," a Yemeni security
    source told AFP, adding that the victims were in the convoy.

    The source said five members
    of the entourage were killed and 11 others, of whom three were civilians,
    were wounded in the attack.

    One person later succumbed to his injuries, bringing the death toll to six.

    The central government relocated to Aden from the capital Sanaa in 2014, forced out by the Iran-backed Huthis, who are fighting Saudi-backed Yemeni government
    loyalists.
    The Saudi-led military coalition intervened in Yemen’s war in 2015.

    Prime Minister Maeen Abdulmalek Saeed has called for an investigation into Sunday’s "terrorist and cowardly" attack, the official Saba news agency
    reported.

    President Abedrabbo Mansour Hadi
    called the attack a "terrorist operation", Saba news agency reported.

    Southern separatists -
    Fighters loyal to Yemen’s separatist Southern Transitional Council (STC) deploy in Aden after a car
    bomb explosion

    Beyond the conflict with the Huthis, Southern Yemen has separately been beset by periodic tensions between the
    central government and southern separatists in recent
    years, including sporadic armed clashes.

    In December 2020, officials from the Southern Transitional Council (STC) were integrated into the
    cabinet in an uneasy power-sharing agreement.

    Lamlas and
    Socotri are both STC personnel.

    No
    one has yet claimed responsibility for Sunday’s blast, which is the deadliest since
    December 2020 when an attack ripped through Aden’s airport targeting
    cabinet members.

    At least 26 people, including three members of the International Committee of the Red Cross,
    were killed and scores were wounded when explosions
    rocked the airport as ministers disembarked from an aircraft.

    All cabinet members were reported to be unharmed, in what some ministers charged was
    an attack by the Huthis.

    The STC has sought to restore the independence of South Yemen, a then country which was integrated into the north in 1990.

    The central government and the separatists are, despite their own differences, aligned against
    the Huthis.

    The Huthis have lately intensified a campaign to take Marib city, capital of
    an oil-rich province of the same name and government loyalists’ final toehold in northern Yemen.

    Some
    fear that the Huthis will then turn their attention to expanding in southern Yemen.

    STC spokesman Ali al-Kathiri in a statement on Sunday called the Huthis’ offensive in Marib a "dangerous" scheme that
    could be a springboard to targeting the south.

    Yemen is also home
    to Al-Qaeda in the Arabian Peninsula, which launches periodic attacks against both fighters aligned with the country’s authorities and the insurgents.

    Tens of thousands of people, mostly civilians, have been killed and millions displaced in Yemen’s conflict, dubbed the world’s worst humanitarian disaster by the
    United Nations.

    forum entitled The Independsent Voice of Newcastle United Since

    onn the fence,’ Hird said.

    ’The worrying aspect of the ongoing Saudi ownership of the
    club is that, not only have they managed to neutralise the majority of fans regarding their human rights abuses, they’ve managed to get a minority of fans to actually defend
    them and speak up for them. That’s why wee have tto protest.’
    Hird’s group was set up following Newcastle’s takeover by the Saudi Public Investment Fund (PIF) in October 2021.

    PIF’s chairman is Mohammed bin Salman, the Gulf state’s crown prince.
    Bin Salman’s regime
    has been heavily criticised by human-rights groups for multiple alleged offences, including the exploitation of
    migrant workers, criminalising the LGBTQ community and the imprisonment andd torture
    off anti-Saudi dissidents.
    Human Rights Watch last year published reports of a
    political detainees being tortured, with methods including electric shocks, beatings and whippings.

    The European Saudi Organisation for Human Rights this week revealed that 1,000 prisoners have been executed during Biin Salman’s reign. Intelligence agencies in the United States, meanwhile,
    concluded that Bin Salmann was complicit in the murrder of Jmal Khashoggi, the dissident Saudi journalist.
    The US agencies said Saud al-Qahtani,
    Bin Salman’s former media advisor, orchestrated the murder.

    Al-Qahtani was also also involved in masterminding
    the Saudi state’s digital survillance activity, according to
    emaiks leaked by Italuan spyware vendoor Haciing
    Team. The Saudi Prosecutor General himself
    said Al-Qahtani has been involved in targeting social-media accounts ’who cast aspersion on [the country’s] achievements’.
    The kind off trolling Hird has suffered has been specifically linked to an army of professional trolls employed at the Etidal Global Centre
    for Combating Extremist Ideology in Riyad, a state-run institution.

    combat terrorism.

    army’ of about 400 employees who monitor the activity of prominent Saudi dissidents.
    The media unit, meanwhile, launches social-media ’storms’ supporting thee Crown Prince.
    Al
    Jazeera is a news outlet with links to the Qatari state, which in the past has been in diplomatic conflict with
    its Saudi’s counterparts.
    Marc Owen Jones, author of Digital Authoritarianism
    in the Middle East, said : ’The modus operandi is about seeking out those who dare criticise Saudi,
    and trying to intimidate them and silence them.
    ’We know that
    state-sponsored social media trolling in Saudi has always had
    a close orbit to the Royal Court, most notably through Saud Al-Qahtani, the so-called Lord of the Flies, who orchestrated Saudi’s
