Introduction

L‘amélioration du statut des femmes, l’égalité à promouvoir entre hommes et femmes sont devenues des passages obligés de tous les discours, programmes et déclarations sur la question du développement. On ne saurait s’en plaindre, et en Afrique plus que partout ailleurs, il est d’évidence que les progrès à faire dans ce domaine constituent un enjeu majeur des années à venir. Les rapports sociaux de sexe occupent une place croissante dans l’analyse des évolutions ou des résistances des différents phénomènes démographiques.
Les comportements démographiques peuvent ainsi être expliqués au regard des identités sexuées, des rôles, des représentations qui les sous-tendent. Prendre en considération les rapports sociaux de sexe pour expliquer l’accès aux sphères de prise de décision des femmes en politique permet de saisir et de comprendre l’élaboration de ces identités-là ainsi que de leur façon de se transmettre par les processus éducatifs, familiaux et institutionnels. En effet, la participation des femmes aux sphères de prise de décision n’a cessé de figurer sur l’agenda Mondial depuis l’adoption en 1985 des Stratégies prospectives d’action de Nairobi pour la promotion de la femme. Les résultats et perspectives de l’évaluation décennale de la mise en œuvre du Programme d’action de Beijing reconnaissent l’évolution positive de l’Afrique en matière de gouvernance, grâce à la consolidation de la démocratie à travers le continent. Cette évolution a créé de nouvelles opportunités de renforcement la participation des femmes à l’exercice du pouvoir politique. L’élection en 2005 d’Ellen Johnson-Sirleaf au Libéria comme première femme chef d’État en Afrique a été un tournant dans l’histoire de la représentation des femmes au niveau de décision national le plus élevé.

1. Résistance à la participation politique des femmes

Parler des femmes dans les sphères de prise de décision est important à plusieurs titres. Cela signifie une certaine obligation à faire face à une situation troublante pour qui pense la politique comme universelle. Aborder un tel sujet conduit donc à poser la question de la neutralité des sphères de prise de décision dans le domaine politique. Parler des femmes dans le cadre d’un plaidoyer de genre est d’importance dans la mesure où les rapports sociaux entre les hommes et les femmes se fondent sur le pacte social.
La question du genre et celle des femmes introduit donc à des questions centrales en termes politiques et épistémologiques des questions qui tiennent à cœur le système de croyances qui définit le pacte de la politique et de ses réalités. L’éducation scolaire joue un rôle essentiel dans ce genre de processus-là. Elle transmet les connaissances et les compétences nécessaires à l’insertion économique, politique et sociale de chaque individu sans différenciation aucune, ce qui facilite et assure la promotion des valeurs et normes sociales afin qu’elles deviennent communes aux membres d’une société donnée. C’est pourquoi, la question qui nous préoccupe pour l’heure n’est plus celle du « pourquoi » les femmes ont toujours été absentes de l’activité politique mais plutôt « comment les femmes arrivent-elles à faire face aux obstacles socioculturels et politiques pour se hisser dans les instances de prise de décisions politiques sans être victime de discrimination ? ». En d’autres termes comment s’opère la mise en œuvre des perspectives favorables à la participation des femmes dans les sphères décisionnelles de l’État ?
a. Contexte et justification
Dans la conscience collective des sociétés humaines, la place de la femme est, en général réduite au cadre domestique tournant autour de la maternité, de l’éducation des enfants et de l’entretien du foyer (Fanta Maiga Diallo, 1993). Ceci montre que la femme, dans sa constitution et sa création même, possède des caractéristiques physiques (faiblesse physique, aptitude à la maternité) et psychiques (tendresse, humeur changeante) qui lui confère un statut particulier dans la société (Dr Abdur-Razaq Ibn Abdul-Mouhsin Al Badr, 2006). D’après Fanta Diallo Maiga (1993), quelques parents avec des attitudes morales et religieuses sont des conservateurs vers l’éducation occidentale.
Elle montre à cet effet que certains parents n’envoient pas leurs filles à l’école parce qu’ils veulent les protéger des corruptions de la société occidentale. Ces parents expliquent que ce sont les femmes qui doivent préserver et transmettre les valeurs culturelles et leur identité. Elles font face à de nombreux obstacles sur le chemin de l’école : mariages précoces, grossesses non désirées, préjugés socioculturels, coutumes rétrogrades, harcèlement sexuel, travaux domestiques, bref la liste est loin d’être exhaustive.
Ceci semble être dû au fait qu’a priori, « l’école gâte les femmes ». L’école est considérée par la société traditionnelle comme un mécanisme de corruption des individus pour le seul fait que l’école moderne développe des standards de comportement en rendant ceux qui la fréquentent rebelles, car elle confère à l’individu la capacité de réflexion ; d’où l’autorité cognitive dont parle Tchombe (2006). Pour corroborer cette idée, Tchombe (2006 :53-54) pense qu’ « en effet, le pouvoir cognitif de la fille, de la femme doit être posé très tôt afin de lui permettre de fonctionner dans une position plus confortable et imposante ».
L’on peut à cet effet comprendre tout l’intérêt de mener dans le cadre de telles études des recherches scientifiques pour analyser la construction des identités sexuées et des rapports sociaux de force, mais aussi celles des identités culturelles. Le conflit entre socialisation familiale et socialisation scolaire offre ainsi l’illustration en ce qui concerne l’éducation de la jeune fille et l’émancipation de la femme. En fait, au-delà de ce qui pourrait apparaitre comme un banal problème d’indépendance, d’autonomie, de liberté de la femme, l’on découvre sous-jacent un véritable rejet des pratiques sociales.
La femme adopte un comportement duel et fonctionne sur deux registres différents selon les situations sociales comme elles se trouvent. La jeune fille respecte les valeurs traditionnelles envers ses parents et se compose un rôle d’adolescente émancipée au milieu du groupe de pairs. Un tel clivage de comportement en fonction des sphères d’activités est le plus difficile à soutenir sur une longue période. Un tel comportement peut expliquer l’exclusion des femmes de la sphère de prise de décision.

b. Intérêt de l’article
Cet article est intéressant dans la mesure où il vise à dévoiler dans une première ébauche les stéréotypes liés au sexe, entre autres des représentations simplifiées, réductrices et figées de certaines caractéristiques attribuées à un individu ou à un groupe défini par son sexe. Dans un autre cadre, cette communication fait ressortir un intérêt sociologique dans la mesure où elle s’inscrit dans une approche visant à battre en brèche les rapports sociaux de sexe reposant sur la notion de représentation sociale visant à limiter les risques de biais énoncés plus haut.
Proposer l’étude d’un tel article nous amène à avoir un changement de regard par rapport à la description du système de rapport de genre véhiculé par les pratiques sociales, à savoir les rapports prescrits entre les hommes et les femmes. L’exclusion des femmes s’accentue aussi par le fait que le vivier producteur des acteurs de la scène politique camerounaise est resté pendant longtemps entre les mains des chefs traditionnels qui voient leurs fils promus à des rangs de ministres, et en guise de récompense politique pour leur participation à la consolidation et l’instauration de l’administration.
La mutation sociale qui s’opère dans la plupart des pays en développement et particulièrement au Cameroun, crée une transformation de la société traditionnelle en une société plus moderne (Tchombe, 1993). Pour qu’un tel changement structurel influe sur le comportement des personnes concernées, celles-ci doivent acquérir les attitudes et les compétences nécessaires afin d’exploiter les nouvelles opportunités qu’offre la société.
Il n’ya évidemment pas de doute que la demande croissante de compétences doit s’appliquer aux deux sexes à tous les niveaux de la structure professionnelle (Matchinda et Nkonpa Kouomegne, 2006, Matchinda 2008). Un tel contexte nécessiterait des agents indépendants, compétitifs, ambitieux, pragmatiques pour un fonctionnement efficace. Ces mutations ont eu des conséquences profondes et ont fait naître de grandes chances pour la participation non seulement de l’homme mais également de la femme (Matchinda, 2006,2008), participation qui dépasse aujourd’hui le cadre de la maison. Ceci dépend naturellement des fonctions de l’éducation.
Cependant, un examen de la situation actuelle au Cameroun notamment dans le grand-nord (Tchombe, 1993), donne l’impression générale que les dispositions en vigueur relatives à l’éducation de la femme d’une part, de l’autre à sa présence dans les sphères de prise de décision ne correspondent pas à la structure réelle de la société en développement y compris ses aspects économiques.
L’éducation donnerait à la femme, souligne Tchombe (1993, 2006) la possibilité de prouver son droit à l’égalité, l’amenant ainsi à contribuer pleinement au développement de la nation. Dans l’éducation qui est dispensée, l’adaptation au niveau des processus de sélection et de différenciation, devrait sans doute se conformer aux besoins, aux caractéristiques et aux intérêts de la femme. La femme sera ainsi orientée dans différents domaines de l’éducation selon ses statuts professionnels potentiels, ses rôles et ses caractéristiques. Par ailleurs, l’éducation semble être la voie de la mobilité sociale et professionnelle. Son rôle potentiel en tant que femme participant elle-même au développement social, économique, politique et culturel lui permettant une ascension sociale ne peut être assure que par l’éducation qui lui apprend à utiliser son intelligence, sa volonté, sa sensibilité et ses capacités physiques.
Le rôle et le statut assignés traditionnellement à la femme, l’ont rendue incapable, elle qui n’est presque jamais traitée comme un individu distinct de sa famille. Ceci semble ternir non seulement l’image de la femme mais, prive aussi la société de la contribution que la femme instruite et non instruite pourraient toutes deux apporter au développement de la nation. Il n’ya pas de doute que le rôle de la femme quel que soit le contexte soit en train de changer.
Elle commence à faire son entrée dans la main-d’œuvre de façon beaucoup plus agressive, rivalisant avec les hommes et recherchant le succès professionnel sans trop de frais physiques, psychologiques et sociaux. Avec cette prise de conscience croissante de l’émergence d’une « Camerounaise » de type nouveau, il y a une incitation à la souplesse dans l’acceptation de la participation de la femme aux divers aspects du développement sans tenir compte des contraintes culturelles. La question est de savoir comment faciliter l’accès de la femme à l’école ? Comment réduire les disparités homme-femme en éducation ? Comment envisager une meilleure intégration de la femme dans le processus de prise de décision ? Faut-il un changement de regard afin de faciliter l’intégration de la femme dans la sphère politique et de booster sa participation au développement de sa localité ?

c. La famille africaine et les droits de l’enfant.

La famille africaine se présente comme une structure spécifique avec ses règles et ses usages. En effet, la société africaine traditionnelle a connu une organisation concentrique allant du groupe familial à l’ethnie en passant par des organisations plus ou moins importantes. De sorte que l’individu appartient toujours à plusieurs groupes de degrés différents ce qui se traduit par des rapports asymétriques entre les individus : l’homme a la préséance sur la femme, l’adulte sur l’enfant, les anciens sur les jeunes. La famille traditionnelle africaine fonctionne donc sur le mode de ce type de hiérarchie des statuts et des personnes
Selon Tsala Tsala (2008), la survie du groupe dépend de la stricte observance de cette linéarité sociale. La famille africaine traditionnelle fonctionne sur le mode de ce type de hiérarchie, de statut et de personnes.
Tous les facteurs qui agissent sur la scolarisation des filles sont intimement liés et agissent directement aussi bien sur le niveau de maintien des filles au sein du système scolaire que sur la qualité de la formation qu’elles y reçoivent et sur les performances qu’elles sont en mesure de produire. Ces multiples obstacles à l’accès des filles à une éducation de qualité ont un impact significatif sur leur maintien dans le système scolaire.

2. Les modèles d’analyse

Pour mieux appréhender la participation politique de la femme dans les instances de prise de décision politique, nous nous sommes permis d’utiliser des méthodes d’analyses qui permettent d’interpréter les comportements de ces femmes car le domaine politique est très fluctuant et chaque actrice adopte ses propres stratégies. Cela nous conduit au choix d’un modèle d’analyse à savoir : l’analyse systémique et stratégique développée par Michel Crozier et Erhard Friedberg dans leur ouvrage l’acteur et le système : les contraintes de l’action collective. Il s’agit d’un modèle qui de l’avis des auteurs, fait ressortir que : sans raisonnement systémique, l’analyse stratégique ne dépasse pas l’interprétation phénoménologique. Sans vérification stratégique, l’analyse systématique reste spéculative et, sans stimulation du raisonnement stratégique, elle devient déterministe.
L’homme en tant qu’acteur dans un système détermine, garde dans une certaine mesure une marge de liberté qu’il peut utiliser pour influencer ce système ; d’où sa non adhésion passive aux circonstances et aux règles. Pour ce faire, pour qu’une action collective se développe, il faut une opportunité et situation stratégique, un atout commun et une coopération qui permettent l’utilisation d’une opportunité présente et, d’une capacité interactive élevée.
Pour le système, Crozier et Friedberg généralisent leur raisonnement dans des processus d’organisation qui se déploient dans des champs d’action les plus divers et qui permettent de structurer, de stabiliser et de régler les rapports entre un ensemble d’acteurs individuels et/ou institutionnels liés par des interdépendances stratégiques autour des problèmes ou d’intérêt commun.
Bref, dans ces modèles d’analyses, l’homme est un acteur libre qui vit dans une société, une famille ou une organisation considérée comme un système. Ce système a ses contraintes et obligations et influence les comportements des individus qui, à leur tour, élaborent des tactiques à partir desquelles ils peuvent agir. Pour reprendre les termes de Boudon, nous pouvons dire que le système social a une structure.
Cette structure fixe de manière plus ou moins claire et définitive selon les cas les contraintes sans lesquelles les individus ne peuvent agir. Le choix de ce modèle s’explique par le fait que le gouvernement et le parlement sont des systèmes bien structurés, organisés et qui ont des fonctionnements propres. Ainsi l’analyse stratégique permet d’appréhender chaque femme, actrice de la scène politique, des stratégies qui, lui permettent d’influencer le système. Les femmes en tant qu’actrice de la scène politique arrivent à mobiliser des atouts insoupçonnables d’où la nécessité de considérer leurs stratégies c’est-à-dire de voir comment elles s’y prennent.
Au regard de l’analyse empirique, il ressort que selon la logique habituelle, les préjugés vis-à-vis de la femme sont nombreux et variés. Ces préjugés résultent des processus de socialisation marqués par le fait que c’est à la société qu’il revient de délimiter les fonctions, les rôles et les statuts de l’individu et des membres.
En ce qui concerne par exemple la peur utilisée pour rendre les femmes vertueuses, on peut identifier à travers ces propos des indices de violence symbolique qui ne semblent pas être ici un simple endoctrinement. L’on observe que le pouvoir traditionnel parvient à imposer des significations (rendre les femmes vertueuses) et à les imposer comme légitimes en dissimulant les rapports de forces qui sont les fondements de cette force. Cette violence se traduit par un pouvoir, une imposition sur les destinataires. Ce qui est imposé, ce sont des significations, des rapports de sens.
D’emblée, on peut croire qu’il s’agit d’une violence, d’un fait arbitraire, d’une part à cause du fait qu’elle contribue à renforcer une inégalité sociale et culturelle entre l’homme et la femme en privilégiant l’homme au détriment de la femme, d’autre part parce qu’elle n’est fondée sur aucun principe logique. C’est une violence symbolique culturelle, logique dans la mesure où elle apparait comme destinée à certains(es), à l’exclusion des autres et ayant une valeur reconnue par tous.
L’on peut comprendre aisément à ce propos que dans les mentalités, le rôle dévolu à la femme qui est épouse et mère ne milite pas pour son épanouissement sur le plan politique, économique voire même éducatif. Mère de famille, maîtresse de maison avec son cortège de tâches écrasantes, productrice dans les champs, la femme est préparée trop tôt à assumer sa fonction dans son milieu social qui est celle avant tout de responsable de la maison. Elle doit assurer la continuité de la famille. Généralement sous l’autorité de l’homme à qui elle doit soumission, la femme est l’otage de l’homme soucieux de garder sa prééminence sur elle, qui se traduit finalement par un privilège conféré par la société.
S’agissant par exemple de l’acceptation d’une fille qui ne s’adonne pas aux taches domestiques des les premières années de sa vie par les membres du groupe en l’occurrence le développement, la subsistance du bien-être de la famille, on repère la même logique à savoir que l’éducation de la femme consiste à faire d’elle le sujet de l’intérieur. La destination de l’éducation des filles, c’est la famille.les filles commencent les taches plus tôt dans leur vie que les garçons. Les données empiriques ont tendance à confirmer cette assertion.
Ceci semble constituer ce que Bourdieu (1974) appelle l’habitus. Selon Bourdieu(1980), l’agent agit parce qu’il est agi sans le savoir, par un système d’habitus c’est-à-dire un système de dispositions à agir, apercevoir, à sentir et à penser d’une certaine façon, dispositions intériorisées et incorporées par les individus au cours de leur histoire. Cet habitus se manifeste par le sens pratique c’est-à-dire l’aptitude à se mouvoir, à agir et à s’orienter selon la position occupée dans le champ social et dans la situation à laquelle on est impliquée. Tout cela se fait sans recours aux dispositions acquises fonctionnant comme des automatismes.
Dans le cas de l’étude, l’habitus est le produit des conditionnements qui tendent à reproduire la logique objective, cet habitus a pour caractéristique d’être durable, transposable et exhaustif. En effet, la perception vis-à-vis de la femme produit des effets structurants dans les actes, les pensées, les sentiments et les attributions causales. A ce titre d’exemple, nous pouvons nous référer dans le Coran Sourate 4 verset 4 à travers ces propos :
« Les hommes ont autorité sur les femmes, en raison des faveurs que Dieu accorde à ceux-là sur celles-ci, et aussi à cause des dépenses qu’ils font de leurs biens. Les femmes vertueuses sont obéissantes (à leurs maris), et protègent ce qui doit être protégé, pendant l’absence de leurs époux, avec la protection de Dieu. Et quant à celles dont vous craignez la désobéissance, exhortez-les, éloignez-vous d’elles dans leurs lits et frappez-les. » !(BDSL).

3. Position du problème
Il est question dans cette partie de faire ressortir le contexte dans lequel s’est produit l’exclusion initiale des lieux légitimes de la politique qui par définition l’exclusion de principe de la plupart des lieux de pouvoir. A l’ère de la mondialisation, la question de l’exercice de la citoyenneté politique des femmes peut sembler dénuée d’intérêt, au regard du règne quasi planétaire du libéralisme politique et économique, caractérisé d’une part par la promotion de la démocratie, les droits de l’Homme, les libertés individuelles, la bonne gouvernance, le libre échange, En outre, avec la tenue de la première Conférence mondiale sur le statut des femmes en 1970 à Mexico, les problèmes spécifiques au genre féminin commencent à figurer au rang des préoccupations de la communauté internationale.
Suite à la Conférence mondiale sur les femmes tenue à Beijing en 1995 qui marqua un tournant dans la lutte pour l’égalité entre les sexes, plusieurs Etats se sont engagés à inclure effectivement la dimension séxospécifique dans toutes leurs politiques de planification et de prise de décisions. Mais, au bout d’environ deux décennies d’expérience démocratique et en dépit d’un nouvel environnement national et international à priori favorable, les femmes camerounaises demeurent sous-représentées à toutes les sphères publiques de décision et ne s’impliquent pas assez dans la vie politique nationale. En politique, elles restent le plus souvent confinées aux postes de suppléantes, ou se contentent de jouer le rôle d’animatrices des meetings politiques. Depuis l’indépendance, le ratio des hommes et des femmes élus aux postes de maire ou de député n’a pas beaucoup évolué.

a. L’environnement politique international

Si l’année 1975 a été proclamée année internationale de la femme par les Nations Unies, jamais la femme n’a été aussi présente dans les débats qui ont animé la communauté internationale jusqu’en 1994. En effet, en 1994 s’est tenue au Caire (Égypte) la conférence Internationale sur la population et le développement (CIPD) qui a mis les projecteurs sur la femme, plus particulièrement sur sa santé ; car la femme est un facteur non négligeable pour le développement.
La préparation de cette conférence mobilisa les décideurs politiques à faire le bilan sur la situation de la femme dans leurs pays respectifs et les mécanismes tendant à l’améliorer. La décennie 90 aura été celle où la femme a été au cœur des préoccupations. Après le Caire, vint la quatrième conférence mondiale des femmes qui s’est tenue à Pékin en septembre 1995 sur le thème « paix, égalité, développement ». Elle avait mis en exergue les conditions de vie des femmes, et réfléchi sur les voies et moyens susceptibles de les aider à avoir une meilleure condition de vie. A cette conférence de Pékin, les déléguées venues d’Afrique avaient présenté leurs préoccupations en onze (11) points :
1) pauvreté des femmes, sécurité alimentaire défaillante et marginalisation économique ;
2) accès insuffisant à l’éducation, à la formation, aux sciences et à la technologie ;
3) rôle essentiel des femmes en ce qui concerne la culture, la famille et la scolarisation ;
4) amélioration de la santé des femmes et leur santé génésique, y compris la planification de la famille et les programmes intégrés ;
5) rôle des femmes en matière de gestion de l’environnement et des ressources naturelles ;
6) participation des femmes au processus de paix ;
7) accès des femmes au pouvoir politique ;
8) droit de la personne et Droits légaux des femmes ;
9) production statistique des données ventilées par le sexe ;
10) femmes, communication et information ;
11) accès à un traitement équitable des petites filles.
Ces préoccupations énumérées par les africaines ont été mises au point lors de la Conférence Régionale Africaine de Dakar, de décembre 1994. Cette conférence de Dakar permit aux déléguées de se rencontrer et d’avoir une vue commune des maux qui les minent. Outre ces conférences, nous pouvons énumérer celle qui s’est tenue en 1995 à Copenhague, à Nairobi. Ces différentes rencontres ont permis à ces différentes déléguées, de retour dans leurs pays, d’être de véritables actrices pour les revendications des droits de leurs consœurs. Ces conférences tant régionales qu’internationales ont eu une influence sur les États. Cette série d’événement donne aujourd’hui à la femme camerounaise un rôle important à jouer sur la scène politique.
b. L’environnement politique national
En réalité, le monopole de l’investiture dont bénéficient les partis politiques ne semble pas en phase avec les réalités sociopolitiques camerounaises, qui révèlent la préférence féminine pour l’engagement au sein des associations de la société civile, plutôt que dans les partis politiques. D’autre part, il y’aurait lieu de regretter le fait que l’arsenal juridique électoral ne prenne pas spécifiquement en compte la dimension genre, notamment pour ce qui est des aspects liés à la parité ou au quota. Par ailleurs, les partis politiques et les Pouvoirs Publics n’apportent pratiquement pas d’appui technique et financier aux candidates. Dans ce contexte, les plus défavorisées sont d’office exclues de la course électorale, au profit de femmes issues d’une classe sociale et intellectuelle aisées.
Depuis quelques années, inspirée par des voix féministes émanant notamment d’Amérique latine, l’approche et l’acquisition de pouvoir (empowerment approach) est venue renouveler la problématique des années 70-80. Les promoteurs de ce courant ont démontré qu’on ne peut espérer améliorer la situation des femmes et promouvoir l’égalité entre les sexes que si l’on remet en cause les rapports de pouvoir historiquement et socialement valorisés entre hommes et femmes.
L’objectif d’un empowerment des femmes, terme difficile à traduire, qui exprime à la fois le renforcement du pouvoir politique, l’autonomie économique, la capacité à exercer pleinement des droits juridiquement reconnus et la maîtrise de la destinée, n’est pas une simple exigence de justice mais un moyen et une garantie de l’efficacité dans la lutte pour le développement et contre la pauvreté. Sujet difficile dans toutes les sociétés que celui de la remise en question des pouvoirs masculins, mais qui renouvelle heureusement les approches des problèmes du développement.
C’est d’ailleurs l’échec ou la piètre réussite d’actions dites de développement projets de développement rural, programmes de planification familiale ou de soins de santé primaire qui a provoqué la réflexion sur la question centrale des rapports de genre, c’est-à-dire des rapports socialement construits entre hommes et femmes, dans tous les domaines de la vie économique, sociale, affective .
En Afrique où le sujet est resté longtemps limité à quelques cercles d’intellectuel(1e)s sévèrement brocardé(e)s par les hommes et par bon nombre de femmes qui n’entendaient pas se voir qualifier de ( féministes ), il y a eu dans les dix dernières années explosion de la présence des femmes dans la société civile.
